It takes more energy to break the bond than we recover from it when we merge them back together (such as in a fuel cell).

Cuz the O-H bond takes a large amount of energy to break. Some of the processes that you may think are economic actually aren't, such as ethanol production. More energy is expended producing ethanol than the ethanol provides as a fuel; however something is better than nothing, and there is lots of coal around.
