Seems that Virus & Spyware programs can find the viruses, programs, etc, but if they are running or in memory, even though the programs tell you where the culprit is, you can't delete them as you get warning messages that program is in use. Is there any program that can find them, reboot the machine and then get rid of them before WIndows boots up again.

That can be frustrating....Not being able to get rid of those malicious programs. I suggest the following:

Please make sure that the virus and spyware definition files are updated. No need to update the version of your removal tools; just the definition files per se. As you most likely know, definition files pertain to the list of malicious programs that your removal tool can detect and deal with. If your definition files are not updated, your removal tools will simply ignore them. I suggest you try the following:

1. Start your Windows and then press and release the F8 key every 1.5 seconds. It will prompt you to boot your computer in Safe Mode.

2. Select Safe mode. Now, NOT all the drivers will be loaded in Safe mode for example. This means that certain executables, for example, during Windows boot will not run. (NOTE: This is normal or expected.)

3. Scan your computer and remove the malicious programs.

4. Poperly restart your computer. No need to press the F8 key as for Windows to start in Normal mode.

Since these certain executables which may use the malicious codes will not run in Safe mode, the malicious codes that you described will be scanned and removed by your anti-virus or anti-spyware programs. Why again? It's because they're not being used. Why's that the case? They were not made to run when Windows started. How come? Safe mode.

I hope this helps but, as always, it's best to seek professional assistance from the technical support group of your AV or Spyware vendor or OEM.

Good day.

Try running the scans while in Safe Mode. To get into Safe Mode, reboot and then either hold down or tap the F8 key repeatedly while the computer is starting up.

Here are some antispyware programs. Download and check for updates before running them in Safe Mode.

Once your system is clean, confirm no malware is lurking in your system restore volumes so it would be in your best interests to disable system restore, reboot then re-enable system restore when you log back on. What this does is protects you from reloading the malware should you ever need to do a system restore.

Many anti-virus products cannot remove viruses from system restore thus the reason for clearing out possible infected points. For reference to this, see the link below:

http://www.bleepingcomputer.com/tutorials/tutorial56.html#problems

There are several ways to disable system restore but the easiest is to go to Control Panel, System, System Restore tab and tick the box to "Turn off system restore on all drives", click Apply, click OK and reboot. Follow the same steps when you log back on to re-enable system restore by removing the tickmark.

For reasons System Restore should disabled and re-enabled after and not before malware removal, see the webpage below:
http://msmvps.com/blogs/spywaresucks/archive/2005/09/17/66724.aspx

If you cannot get it removed after the above, you may want to join a tech group that specializes in providing manual instructions on malware eradication.

You can disable the system recovery to delete all temp files and then run scan.

However, if virus are in DRAM, you simply power-off your computer. Even better is to take the DRAM out for a while.
