The term "Axis of Evil" is a term thrown by U.S. political elites and can be applied to any state if they wish.

It is just used for PR stunts and nothing more. I see Iran and Syria being labelled as such in the near future, but not Russia.

Every nation that has developed nuclear capability is not going to use the weapon on his neighbour, for the simple reason that people in its broders on own soil too would be affected!
Only USA is guilty of using A bomb on Japan in1945!
Paradoxically, it has become the champion for safeguarding the world from nuclear holocaust!
Look at Bush's logic : "Iran should not be allowed to develop nuclear technology, for iIt may use it against Israel!
How about Israel's stock piling of nuclear weapons and
armoury?
Nations joining with US for international "terrorism" and regime change are not "axis of evil"
Only those who form alliances without it are Axis of evil!

No... Russia is too powerful... it would be an unwise and dangerous move for Bush to directly sever relations with Russia in such a way, although they do it indirectly through the missile defence system in Slovakia etc... it is just games of power

They've been doing that officially and unofficially since circa 1948. Evil or anything else only spins well on one axis so, don't look for another. Russia is weak both militarily and economically and is only getting by due to their dictator's nationalization of the oil industry. The ex Soviet states except Byelorussia are virulently anti-Russian and most are part of NATO. The German treaty is for energy (gas). Russia has a large and contested border with China and its south border is Muslim and antagonistic. Unfortunately, a country with a huge potential threw it away by ending their experiment with a republican government and with capitalism by backing a new Stalin wannabe. They have doomed themselves to third world status for the foreseeable future and are not much of a threat to the US; pain in the butt, but not a threat.
