It has to do with the rate of heat transfer and what we normally wear. The layers of clothes add insulation. When naked, 70F is chilly. Water carries heat away rapidly - both by being intimately in contact and by being conductive. There are a lot more molecules of water vibrating at 70F touching a person than there are air molecules.

The water, having a higher heat capacity than air, conducts more heat away from your higher temperature body making you feel cooler.

Because it lowers the bodies core temperature,by drawing off the bodies heat.The mass of the water exceeds the mass of the swimmers body.Water being the hardest element to heat,wicks the heat from the body.

Well air doesn't effect our body temperature, but in water your body is soaking in it.
