Management's legal responsibility is to the stockholders, they don't have a requirement to take care of personal emotional needs.

But it's often possible to consider personal needs without hurting productivity, so sometimes that can be done.

Really ! Management shouldn't care a wit about your personal emotional needs your suppose to be there to work.
