You have to remember those Ads are Placed over a Month in Advance (Unlike a Classified, those Ad Papers have to go to a Printer, and Proofreaders before shipping to the Newspaper), as are the Orders.....and are Based on the Manufacturers promises for Delivery.
It's Rarely a "Bait and Switch" scam, not only due to the Laws involved, but the Bad Costumer Relations. How many Kids looking for the "Red Power Ranger" will settle for a "Crimson Powerful Rangeguide"? Making 1 or 2 Sales, likely to be Returns after the Holiday, is not worth it to a Company making Billions!
I worked for Best Buy at Xmas, and they get Big Shipments....but often Half or Less what was Ordered. Those often Sell-out within the Hour of a New Ad. Salespeople won't "Bait and Switch", but Will try to Sell what is On-Hand...that's Business. "Bait and Switch" scams won't give a Raincheck, since they Never intended to Honor the Sale.
Get a Raincheck or Special Order, as those are Filled First, and Most Stores will Match Pricing for the Competition. Don't plan on Shopping at 1 Location alone. Some store will Call their Other Branches and have an item Held, if you are Driving over.

It's not the stores, it's the manufacturers. The stores get all the complaints, since they are what you deal with directly.
I own an electronics store, and know all about this. When the PS3 was announced, I ordered and paid for 100, confirmed. When they arrived, I was given 6. I had to give my apologies to dozens of customers who had to wait.
Many consumers cry bait and switch when they see something sold out, but rarely do they know the law....especially Beau (I've never seen 1 in a store). Laws vary state to state, but are very similar. Mine requires 6 units available (and that would be in a CHAIN, not an individual store) OR have that on order, OR give rainchecks. I sell 6 boxes of Madden 200x each year, and get accused of bait and switch when that next customer wants one. Bait and switch is an old con, used mostly by appliance stores in the 60-70s as advertising was big, but the chain stores were few. The ad would have a name brand, like Zenith, an American made TV, for ridiculously cheap, and when you got there....Sold Out! They could get you this Japanese one for the same price. Who'd want Japanese electronics! It doesn't work anymore.
Call ahead and have something held, if they can, remember it's the busy season, and plan for other stores you can get the item at, or if you can buy an alternative. Don't get talked into buying what you don't want.

It is called "bait and switch". They, by law, have to have at least one of the item that they advertise. However, the person that just left before you arrived, got the last one. Then they tell you they have something similar, and try to get you to buy it.
