It's a phrase which first appeared in a book called "One World" which was written by Wendell Wilkie. He was the Republican candidate for President who lost to Franklin Delano Roosevelt in the election of 1940.
President Bush the Elder cited it in a speech he gave during his Presidency and was referring to conditions on the planet after the collapse of the Soviet Union in December of 1991. President Bush the Younger has not used the expression.
There's also a variation of it in Latin on U.S. currency: "Novus Ordo Seclorum" (A New Order For The Ages).

president is briefed by a bunch of rich preachers that want people to do whatever he wants. Preachers sucker people in because they convince you that you will hurt even after death....If they scare ya bad enough, they win.....you pay money, and with your vote...isnt that obvious?
