everyone has targets every day, when you get up for school and or work, that's a target, life is full of them. even having no targets is a target! resistance is futile!

They are an aiming point and for lessons and indications of improvements needed. However they are usually improperly applied and interpreted being used as a whip rather than a carrot so people "Adjust" their reporting to avoid critics thereby making it almost impossible for constructive criticism .

i.e. waiting lists to go on waiting lists in a hospital to name one
