I wouldn't call it "rude", but it does seem a little out of line. The idea is that people get stars for asking good questions, not by begging for stars.
As this is an ongoing issue, and you were willing to bring it up -- now that's WORTH a star. So here ya' go!!!!! :-)

More sad than rude, but it does show a lack of self conviction because the asker needs the reinforcement that whatever they are saying has value. A bit like those who want to know if they are pretty.
I personally never respond because it is a bit pathetic, really.

i think its cheesy when you ask for stars or for some one to give you a best answer

Rude ...no. Lame...definitely. But I feel the same away about "Am I hot" questions too..
