KRS Question (for people who live in the state of Kentucky)?

Are the KRS (Kentucky Revised Statutes) lawes? Or just guidelines? Because if they are I'd like to know how to go about reporting a few things, but I don't know. so if anyone does know I'd appriciate your answer.

The Kentucky Revised Statutes are the laws of Kentucky.

If yout think someone's breaking the law, you tell the police.
