tried wd40 and still can't pull it out

is the part with the simi circle suposed to face the motor

Remove the carb from the bike (remove the throttle cable from the hand grip).
Unscrew the carb top and remove the return spring (slip the cable through the end of the spring and rotate the spring out).
With needle nose pliers, remove the retainer and pull the needle out (to make sure that isn't what's holding the slide).
Use carb cleaner (available at auto parts stores and bike shops) - WD40 won't do a thing.
Spray the carb cleaner in the top of the carb, trying to get it in between the slide and carb.
After the everything has been soaking for an hour, use a screwdriver to pry the slide up.
VERY IMPORTANT - use a rag so the screw driver doesn't come in contact with the carb (with the slide is OK).
Also be very careful if you insert the screw driver from the air box end of the carb..
The carb is very thin there and can be broken very easily.
Don't pry the slide all at once - move it a little and spray some more carb cleaner - keep repeating.
Spray the carb cleaner from the bottom of the slide, up through, to the top of the carb.
Or just bring the carb to a bike shop and they will professionally soak it in industrial carb cleaner.

did you putn it in the wrong way round in the first place. ? it could have got jammed on the locating pin in the side or the needle may have jammed into the jet.
unscrew top of carb. place soft wood blocks either side of the cap resting on the carb barrel not on the slide and rotate twist grip. this will pull the cable tight and the soft wood blocks act as a fulcrum to lever against.
DONT use a scredriver or metal pry bar as these will damage the carb body..

Does the carb bolt to the engine? My buddys xr200 does, he tightened it to much and the carb deformed so the slide got stuck. Just had to loosen it a lil.

Clean it with wd 40 and make sure it slides freely with out sticking.
