Is it the action of Doderlein's Bacillus? If not, what causes it?

Infections such as bacterial vaginosis can cause the discharge to have a high PH count causing it to be very acidic.

I did a search on Doderlein's Bacillus and based on what I read it is connected to acidophillous which can be good for helping to prevent yeast issues. Here's the link to the search I did:
