If they are branch circuit wires to something like the stove or dryer, just turn off the breaker. If you're nervous about it, turn off the main breaker.
Remove any rings from your hands. Make sure there's someone else around in case you get hurt or to hold a flashlight.
Disconnect each wire from the breaker, pull it out, and tape it. Watch where you poke your fingers when pulling the wires.

If the wires are connected directly to the bus bars, like sub-feeds to another panel, then turn off the main breaker. Check the connections with a volt meter to be sure they're dead before poking around with a screwdriver.

If connected above the main breaker, like parallel feeds to a second main panel, the power from the meter will have to be switched off. Some areas require a main disconnect at the meter itself. If you have this, just turn it off an away you go. If not, you'll have to call the power company to pull the meter (there'll be a fee).

Turn the breaker off, remove the breaker from the bus bar, then you can disconnect the wires without any electrical hazard.

Best is to turn off the main breaker, if you can't do that, you must turn off the individual breaker controlling the two wires you want to disconnect. Use a screwdriver to remove them.

Make sure the power is turned off.

If it is the feed from the power pole get the power company to unhook the service.

As a last resort- very carefully loosen one wire and tape it up.
Wear rubber gloves and boots.
Then do the same to the other wire.
