Because at New Moon, the Moon is aligned with the Sun in the sky, so its altitude will be similar.

Hi. I don't believe they do. Otherwise every month would have a total lunar eclipse. If by parallel you mean just for a moment they share the same height above and below the plane of Earth's orbit, this may be due to geometry. But the Moon does not orbit in Earth's plane.
