I don't believe there is any such country. Could you mean an airport code? TBD is the airport code for Timbiqui, Colombia.

That may refer to several countries in Eastern Europe at points during the past 100 years, where the geopolitical and military structure was changing all the time - To Be Determined was often the appellation of an area in changing mode.
Then there have been a lot of changes in Southeastern Asia during the last half of the past century in a similar vein.

I'm pretty certain none do.

Before or after a ship's name it would be the its type, not its nationality:
Torpedo-Boat-Destroyer, usually just "Destroyer" when the acronym isn't used.

What's the context?

I think they might mean "To be determined" :-)
