I live in the cold too, so I wear stockings with boots and jeans to school, but after school I have an office job and I wear dress pants over my stockings and with my boots.
You can wear knee high socks under the boots and they won't show if you roll them down. Long corduroy or wool skirts are a good option, with stockings and boots, and a good long coat is also necessary for nasty days. If you can manage to keep the wind off your legs you should be fine until you get inside where it is warm. Even without pants, a long coat, boots and socks over your stockings should do the trick.

I live up North too, and you will soon get used to it. I wear stockings to work all the time, and in winter months high boots with socks which I change out of in the office. A long coat is important especially on windy days, and will protect your legs to the boots. Good wool dress pants, and pant suits, are good, and I like them lined and still always wear stockings.
They do have heavy tights , but it depends on the dress code where you work. Ours is very professional, and usually tights are a bit too casual, although some of the expensive imported tights do go with dressier clothes.

Congratulation on your matriculation. Berkeley weather isn't all that different from S.Cal. since it is often sunny and warm until winter hits, then it gets rainy (sometimes for months almost steadily) and down into the mid-40s (infrequently, it will get colder but usually not freezing). When you start school in Sept. it will still be nicely warm so you probably won't need any new clothes, just bring what you have (nights will cool down so you'll need a jacket or sweater). Once you get here, you can hit REI or other stores around here for rain gear, sweatshirts, long-sleeved shirts for winter layering. And just layer on clothes as you need (peel them off as you don't need). You probably won't need an official "winter coat" but will need something that repels rain or is waterproof. Weather across the Bay in San Fran tends to be cooler and foggy--but we still get some lovely sunny warm days like today (and tomorrow, and the next day) so when you come over to SF, bring a jacket you can put on if you get cold (especially if you're here after sundown).

Get a long coat, and some boots. Some long wool skirts, lined wool pants and wear stockings under everything. You can double up with socks over the stockings with the boots. The idea is to keep the wind off your legs. If pantyhose bother you, and they do me, wear stockings or thigh highs. I prefer stockings and they are more practical for wear inside in summer and winter.

If you have a casual job no problem, just wear long johns and jeans. If you work in an office as I do, wear stockings, lined pants, long wool skirts, knee high boots and a long warm coat. You can wear wool socks under the boots and over your stockings for extra warmth.

You get used to it. I also live on the Great Lakes and it gets cold here too. I wear lined wool pants on really cold days. and always wear stockings winter and summer, Boots help in winter, and I usually wear knee socks over my stockings under my high boots in winter, then change to heels in the office. Long wool coats are a must too on very cold and windy days.

Pants are a good start. Long johns or ski pants for ultimate warmth.

I like women in jeans. It makes them look more city like and it doesn't look like they are trying too much but if you are looking to get this guys attention, this may not be what you would like

i live near chicago.
i just deal with it, and try to wear pants as much as possible, but i suppose you can wear leggings. also, get to the nearest costco and buy yourself a package of hand warmers.
