The owner of the cell phone. My rule at my house is, if you want it and it matters to you then be responsible for it and take it out BEFORE I do laundry. The management is not responsible for lost or damaged items.

The owner of the phone. They should check their own pockets, why should that be the responsibility of the washer. If your nice enough to be washing their stuff for them the least they can do is check their own pockets!

It depends on the circumstances. If you are lucky enough to live with someone that regularly does your laundry and you leave your phone in the pocket it's the phone owners fault, because your already getting your laundry done the least you can do is have everything out of your pockets. If you normally do your own laundry and someone out of the blue decides to be nice and throw some of your clothes in, although their intentions were good, i believe it is then their fault.

Having washed my phone three times, much as I hate to admit it, it is my fault. So now I pay $4 a month for replacement protection. I've taken advantage of that benefit, too.

if the owner of the clothes put the clothing into the laundry, him fault.

If the washer picked up the clothing and washed it without it being inthe laundry, the washers fault.
