It's a scam! Citi Bank has no relation to power ball or any other lottery open to the public.

Funny question. I really can't even imagine not being happy for someone else's joy & prosperity & manifestation of winning something they want to win. I know some people are not able to hold this kind of experience consciously so they think that all the tragic things that happen after winning come to them because of the winning. It would be more pleasant if someone like this didn't win. I do trust even these stories are in divine right order though. We learn so much about how having something like this happen is not the cure all it is truly our thinking that creates our life not money.

why would citi bank be sending emails that you won. what i thought you buy your lottery ticket and you check the numbers and cry out damn bought another pound of grass seed for a golf club are oh i won two quid. be careful these are most likely a scam. lots of them around. got one a few weeks ago from some one pretending to be paypal. had a site up and all that looked just like the paypal one but one difference. on the real paypal site you see on the browser Paypal written in blue logo. i have firefox and it had it the minute i went and looked for the fun of it. told me its a web forgery

it could be a scam, but if there is a phone number on there i would ring it. (except in the case that it's a premium rate line which costs a bomb!)

dont give any details out or accept anythink untill you are sure. and always ask for a cheque or other payment method rather then bank transfer.

This scam couldn't be more obvious if it came with a Nigerian reply address.

Sounds like a scam. I would call Citibank and ask them about it, or take it to your bank and see if they know anything about fraudulent activity like it.
