mud guards only prevent mud, dirt and rain from hitting the body of your car directly...

They also cause snow to build up inside in the winter, so if anything, they cause a hazzard in the winter....

They aren't,but they help keep mud from building up in the wheel well as well well as help prevent rocks and gravel or other debris from hitting the sides of the car and denting the body or chipping the paint.
If you drive where you get snow and ice in the winter,they will help reduce the build up of packed snow too,you just have to kick the flaps occasionally to clear them.If not,the buildup will make it hard to steer.

If you live in the city and only drive on paved roads they don't do much. Live in the country, or do a lot of off road driving, they help save the paint from rock chips. Also check local laws, some places require them to cover oversize tires.

They really are important. Even thought they look stupid they HELP keep dirt and rocks from hitting the body of your car and damaging your paint. They also keep from shooting stuff at cars behind you. And that is the biggest lie i have ever heard of. If anything mudflaps will cause more build up.

all cars must have mud guards, or the mud will build up and cause the car to fish tail, many people don't know this, but in 2006 over 5,367 accidents were the direct result of mud build up.
