Because they want to. There is no law stating that you have to work a decent job. There will always be young people or unambitious people who want to work these jobs.

The Economy isn't based on what the average worker is making, it is based on how the companies in the country are doing (to make things simple, there are many more factors than that).
So if a company can get away with paying lower salaries they will, because labour costs are huge factor in a companies profits.
Supply and demand for employees in a certain field drive the wages, not the economy.
To add - A lot of the people answering are assuming he is an American, which may not be the case. He may be a Canadian, where the Economy is very good right now.
He should add what country he is from.

Many businesses figure that labor costs will be 10-20% of their budget. If you can personally generate more than $100-$200 per hour in revenues, you can negotiate for more than $20 per hour. If you can't, the business does not make a profit if they pay you more than $20.

Our economy is such that to reap its benefits people have to be more and more skilled than they did in the past. Our economy is actually worse for unskilled workers than it has been in a long time.
