If the USB is built-in to your motherboard, then you can find the USB drivers from your motherboard CD. Run the CD and try to look for "drivers" or sometimes they put in "other tools" option.
If the USB is a plug-in card/device, then you should try install the driver from the disk comes with your device, or you can try to download it from the product website.
If you mean the USB ports in front of your pc, make sure the front pannel wires are link to the correct place of the motherboard USB connector. (not all motherboards support front USB)

Lots of motherboards allow you to add additional usb ports, like front usb etc. You have to check your motherboard manual to see if this can be done
Secondly, there pci-to-usb ports that contain 2 usb slots. These ports are connected into any free pci slots available on your motherboard. These ones are compatible with all motherboards. You could get yourself one, it doesn't cost much

Go to the device manager, Right click My Computer and click Properties. Now click Hardware and the the Device Manager. If there is a yellow question mark or a yellow exclamation mark on the USB devices, then your driver needs to be reloaded.
