Given those conditions, your best bet is to settle for a used computer. People are often upgrading, not because there's something wrong, just they've outgrown their current set up. (Remember to get the setup disks.) Put up WANTED ads where you can; classified ads, local colleges, etc. The others are right - no one bundles Photoshop with a computer.

Photoshop does not come pre-installed on any computer that I know of.

very few come with photoshop but theres a program out there that's free...not a good but works call gimp or gimp shop....just google it.
