Yes, its a scam. Usually as a prelude to identity theft or you paying "tax" or "handling fees" in advance. http://www.sophos.com/security/hoaxes/lotterywin.html

Just scams. Usually these are done to see if your email address is active.
If you respond, then the spammers know this email is active and you will get even more spam.
The best thing to do is just delete it.

SPAM...DELETE ALL

in your email options,there should be a way to create email filters or message rules.
create filter/s that approximate the subject lines from spam and set to delete
