Back in March my mother's cat got really sick and went into surgery. She spoke with the Surgeon about her finanicial situation and he said it was okay if she waited a bit to make payments. Well, it took her a while.. She paid $20. on the account for four months which is all she could afford. She is living below the poverty level because she is mentally disabled. I recently got a bill which seemed rather threatening. I didn't let her see it because she would get upset. Anyhow, I paid $100. on it last month and told the lady to bill me on the 14th of every month a $100. until the bill is paid in full. Today they sent my mother a thank you note for the $100. but are demanding full payment. Neither of us can afford it right now. Is there anything they can do? I mean, we're making payments.. what can they do?

As long as the bills havent been late and they dont have a legitimate reason to take some sort of legal action, they really cant do anything but threaten you. You said that the Surgeon was ok with you waiting to pay but that might actually cause some trouble unless you got that all in writing or some sort of proof. Otherwise they might say you were late for the first few bills. If thats the case they will probably just make you pay more then you needed to. If that is the case though, you should still be able to choose how much you wish to pay monthly. Just keep in mind, the less you pay a month, the longer it will take to pay them back and in the end, you will probably be paying more overall. I know where your comin from, my parents just got a divorce and my mom got screwed over with the bills and things have been really tight financially around my home. I hope things get better, just stay in there man.

Take in a copy of your income, which will show you are telling the truth. So many people are lying and taking of advantage of "nice" Americans that people are leery. Then ask what you can pay to get everyone satisfied.
We had to pay $1000 when our cat was sick, and then it died anyway. We still had to pay the money, because the vet did his job. He also has bills to pay, so I didn't try to get out of paying.
Be courteous to them; don't expect them to dismiss the charges, because all of them are working because they, too, need to pay bills. Just be fair, and pay what you can.
There are times we think we are broke, but there is always a way, such as skipping buying sodas or extra food, etc until bills are paid. I live on $800 a month, and need to watch every penny I spend.
I don't have an animal because of the costs; doesn't mean you shouldn't, but there may be another emergency. Are yo prepared for more vet bills? Put aside $10 a week or so for just such emergencies. But don't try to get out of paying...that would not be a nice thing to do, would it? Just see what arrangements you can make by showing your total income.

Tell them you understand that you owe them and you will continue to make payments, but they need to stop writing or calling otherwise they are in violation of federal credit laws. If they accept your next payment then they can do nothing. They could take you to small claims court but the cost involved is prohibited. Just keep paying regularly, and good for you for taking an interest in helping your mother

Call them up!
When you sent $ 100.00 did you ask if the arrangement would be OK?? Call and talk to the person you spoke to.
While she may have agreed to it, it is possible she didn't talk to the person responsible for collecting past due accounts.
Call them NOW!
