There is no Duty Free allowance at all for travel within the European Union. This means that the old concept of duty free booze and fags from France, Holland etc. no longer applies.
What you can do is to bring back as many cigarettes as you like providing that they are for your personal consumption only.
How many that may be depends on the interpretation of the Customs Officers.
For example - If you turn up at Dover with a Transit full of B&H then they would probably not believe that you were such a heavy smoker. If they suspect you of 'smuggling' then they are entitled to confescate the load AND your vehicle (you don't get it back).

Note that the ciggies from Holland must contain ordinary tobacco.
Note that all fags for sale in the UK have to be marked. If you're caught selling "imports" then the penalties are very high.

As many as you like within reason, if it looks like your going to flog them down at the pub (well outside the pub) then the customs officers will get suspicious but about 1 or 2 thousand of your own brand and they won't be (if they are that cheap over in the Netherlands which I don't think they are). The law is that you can bring as much back as you want for personal use and nothing more. If you want a fun city break and cheap cigarettes try Tallinn in Estonia or Riga in Latvia as they are very there.

I don't smoke, but I regularly use several different ferries and have seen notices stating the *advised* limit is 3200 cigarettes or 3.5 kilos of tobacco per person. Of course if you have more, and can convince Customs and Excise they are for your own use then you are OK.
