The bubbles are certainly not having an effect on the fish... How long have you had it? When fish are introduced to new homes, there are massive amounts of stress placed on it... If it is less than a week old, that it is likely just adjusting to its new tank...

Another possibility is that the tank is too cold. Bettas are tropical fish that naturally inhabit waters that are a steady 80*. If your water is much below 75*, you are seeing a fish with a very slow metabolism that is refusing to eat because it needs warmer water... Either get it into a heated tank, or keep it in a room that is 75*+ ALL day... Contact me if you have any questions.

EDIT: If the the bubbles are scaring the fish away from eating, there is no reason at all that it would have made them in the first place. Trying to tell people that it isn't eating because of its bubble nest is absolutely ridiculous. If your Betta is not eating, it is something much more than some bubbles.

Try getting rid of the bubbles on the insides of your tank.
Take a net or something and wipe them away.
Wait a day or two, then he will eat.

The bubbles on the insides of your tank look like a bubble nest to him. The males raise the fry inside of a bubble nest that they make, and they do not eat when they are protecting the nest. The bubbles have caused his maternal instinct to kick in.

Pay no attention to SoupNazi.....what I have suggested IS at least worth a try, I promise. When someone has decided that they know all there is to know about a certain category, then they have limited themselves to becoming any smarter.
Bettas are much hardier and adjustable to atmospheres than other fish.Granted the tank could be cold, but there is no harm in seeing if the bubbles are affecting his behavior.

The bubbles DO NOT SCARE the fish!!!
Male bettas raise their eggs inside of the bubbles!!!
No help from the female!
When a male betta is GUARDING the nest (also known as bubble nest!) THEY DO NOT EAT!!!!
THEY SPEND 100 % OF THEIR TIME AND ENERGY IN WATCHING THE NEST - NO EATING!!!

What are you feeding him? Mine always liked the pellets, they can also eat brine shrimp (you can buy them frozen @ the petstore). Maybe you can try a few different foods to see what he likes.

how long have you had your betta?
it seems to be stressed out.
i would say to stop feeding it for a couple of days, this will built up its appetite, and it should eat after this.
