In Louisiana, is it mandatory to get emancipated or have your parents permission to move out at 17 ?

Unless emancipated, your parents are still liable for your debts caused by your actions. I doubt if your parents want this type liability over their heads. If you just leave, they can report you as a runaway and have you picked up. This will give you another place to live though.
