Yes you can create Chat Softwares or Messangers using VB6. For full manuall and coding seach for "creating chat engine" or "creating internet messanger" in Yahoo/Google search.

Why not ask how to build a flying car?
Certainly there's someone who could explain how to create such a thing, but I imagine that it would be a very LONG answer. I don't think this is the place for such things. Perhaps you could try going to college for this.
If you have the software, learn to use it, then make the programs you desire.
