Technically it has 2 meanings, to be high on drugs like marajuana, but also it was a way of torturing/hurting/killing people a long time ago. The whole town would gather, and the person to be stoned would be in front of everyone. Then everyone would throw rocks at them until they were seriously injured or even dead.
I personally enjoy the first meaning better, much more fun. :)

it can either mean ure tired, Drunk, or Hi off of weed
But people usally say they are stoned the day after their Drunk or something u know the next day when they have a big headache

To be high off weed. Or if you mean the other type of stoned, like in the olden days... women were stoned for adultery. They would be stripped of their clothes and made to stand in front of a crowd of men who would throw stones at her, breaking her skin, making her bleed, etc until she died.

The bad "stoned" is when you piss off the entire neighborhood enough to make them decide that they should gather all their anger and throw stones at you. The good "stoned" is when you smoke a dimebag of weed and start to feel all happy.

in old times being stoned meant that people literally threw stones at you....it was a legal punishment of sorts....now it means drunk or high
