Simple. Democrats fund and endorse social programs that give their voters an excuse to remain uneducated. Then their children grow up watching mom and dad (or usually just mom because dads AWOL) sit around the house and collect a check at the beginning of each month for doing so. The child is indoctrinated into this and sees no point in finishing school or working and starts the cycle over when it produces children. Then it begins again. Each generation will undoubtedly have more children than the prior and it goes on and on.
