Men are expected to be this way.
Look at the advertisement geared towards men. Men (and I use that word lightly) do not have to control themselves or even expected to. These "men" you speak of do not respect themselves so how are they expected to respect anyone else?

You have not ran into a man yet, when you do you will see that real men have control, manners, and respect for themselves and others around them. Keep looking they are out there.

Coz that's what women encourage a lot of the time...
E.g. oops I'm wearing a 2inch miniskirt tonight (the men are wearing denim jeans).
Or, oops my cleavage (the men are wearing some plain shirt or t-shirt).
Also men are more likely to admit, or be made to admit to thinking about sex alot, whereas women find it easier to cover that fact up.

This is kind of generalising.

Not all men are like this. My bloke is very respectful of me and we have been together nearly 4 years now and we still haven't had sex. I have told him that I would like to wait until we are married and my other half has accepted that and is waiting for me.
