I think that dinner refers to a formal sit-down meal, regardless of time of day. For instance, we may eat dinner every night around 6pm, but we may also have Sunday dinner at 1pm.
A less formal meal would be lunch or supper.

During the week "dinner" is the evening meal. On weekends "dinner" can be anytime from noon on.

It can mean both. It depends upon where you live and your background. Where I live the noon meal is often referred to as "dinner" and the evening meal is "supper".

Dinner is the main, largest meal of the day. You can eat it at lunch time which is noonish or at suppertime which is 5-ish or later.
