Unlike Mickey's other animal friends, such as Goofy (who is also a dog), Pluto is not a "funny animal". Pluto does not speak, walk upright, or wear clothing, but rather acts like a normal (if exaggerated) dog. A significant departure from this was his speaking role in The Moose Hunt (1931), which was produced before Pluto's characterization had been clearly defined. As Pluto made more appearances, it became common that he would not speak, but only vocalize in barks and grunts. Other ways of communicating Pluto's thoughts occur through his facial expressions, and sometimes through the use of a shoulder angel/devil who speak directly to Pluto. (Mickey's Elephant, Lend a Paw).

Well Goofy is awfully goofy and doesn't know he is a dog. Pluto, on the hand thinks he is a regular canine. And actually those mutts are both just great cartoons. To bad they don't make them like that anymore.

Disney decided to make Goofy an "everyman" early on and so he took on human characteristics. They even named him G.G. Geef in Motor Mania, the How To shorts and other later Goofy shorts. Love the Geefmeister.

using fact pluto is a puppy and goofy is extra of a guy or woman. this is the only reason i'm able to think of of. for that be counted, donald would not positioned on pants, yet while he gets out of the bathe, he wraps a towel around his waist... strange...

Cause Pluto's just a plain ol dawg, and Goofy is Goofy.He's not the only one, Mickey Mouse as been quoted as saying "Minnie is f&&&&%%g Goofy". (Really a scandal in Disneyland)
