I'm going to guess that you are running Windows Vista. As the previous poster said, right click your WoW shortcut and choose run as administrator. You will have to do this everytime there is a patch. If there is no patch, you can click the icon like you normally would.
This has nothing to do with running launcher or not. I run with launcher no problem. It's just a security feature built into Vista that a program can not download and install things without your permission.

You'll almost never get a solid date on content patches. Blizzard is famous for it's response of: Soon (tm) After it comes out on the PTR, it seems to be about a month or so, but don't hold your breath. The more in the patch, the longer it seems to stay in the PTR before going live.

I had that issue once. I found that if you open the folder for Warcraft and run the program directly, instead of the Launcher which is probably what your shortcut is linked to, it loaded up fine and started as it should from then on out.

When's the last time you logged in? If it's been a while, the game has to update with all patches since the last time you last logged in. That's probably why it keeps going back to downloading a patch.

Also I believe either on the start up screen, where you enter your name and password or on the interface menu you have an option to change when the new patches will install, during game play or after exit. Something like that.
