I was thinking about setting up a webcam to look outside the window on my street, and have it update th image every 5 seconds or so, and have it on the net so my friends across the world could see live imagery ouside. So, I was wondeirng if my neighbors or anything could call the police on me if I am just recording the street? The camera sort of aims over their front yard and into the street.

That is perfectly legal. Outdoors is a public place and the expectation of privacy ends when you step outside your door. U.S. Courts have also ruled that people in their homes with open curtains have no expectation of privacy either. So you don't have to worry about where the camera is pointed specifically. Good luck.

it is ok you are not invading anyones privacy, That is what the government is best at, so you are giving them no competition. However if you are a thief the government will stop you they hate the competition

In the US, it would be legal as long as conversation is not being recorded.
