it really is a question of how much you want to pay for a computer and also what it is that you want to do with it.
the vast majority of the people don't need the computing power that they have on their desks at this time.
however the marketing of the computer software and hardware convinces some people that they need more power and have to have the cutting edge of technology as far as computers are involved.
Lets face it, each new computer software version is so that the company that sells it is there because the company that sells it wants more profits. Does it mean that the older versions are bad, no! Just that you(the consumer) already have it and therefor are not buying it again, so what should the company do? convince you that you have an inferior product and get you to buy the new one.
computer technology increased by a factor of 2 every 18 months (or there about) meaning that when you purchase a computer it is already old technology, because it does take some time to get it to market.
short of the answer is: you don't really need the spanking new system, what you need is a machine that will accomplish what you need it to do. And if you can save a chunk of money in the process, then by all means do.
there are those that will try to scare you about legality or other issues, fact is, once you wipe a hard drive and reinstall, you have a clean system as far as anything that was stored on it, if you get it from a good source then you know that the system is not stolen. At any rate, it is your money that you are spending you spend it wisely and you won't be sorry.

It all comes down to what you can afford.
Malthus's hierarchy of need applies here.
If you are worried about whether you will have enough to eat next week then the small amount of money you would save by buying a used computer may be worth the risk that it may not be able to support your needs in a couple years.
Change in computers have followed Moore's law for over 40 years. I see no reason for it to stop anytime soon. The deciding factor on when to buy a computer is when your bank account has enough discretionary funds available.
For most people buying a new computer is the right answer.

Getting a new PC is always a better option, because you will have to spend nearly the same amount in repairing an old one and all. A new computer comes with a warranty period within which you can fix problems, is any arise, for free. However no one bothers to repair an old wretched computer.

So, you summed it up for yourself. You pay more for quality, in this case, new vs old. New PC's are quite affordable these days as manufacturers are still catering for the lower end market. A new low end entry level PC might be your best option

In a word, buy a new system. Second-hand systems are messy and unreliable and may have problems not noticeable at the first look.

I would buy a new one.You get a lot of benefits with a new one.And a use one you don't know what that person has done with it.They could have done illegal stuff so it best to buy new plus you get a warranty.

Go for a new one, the old one doesn't have any value for money.
If the second hand was only 1 then fine you can go.
