When used in a sentence like ' you are a tosser' it means you are an idiot you are stupid, annoying etc. But in UK to 'toss off' means to...erm, pleasure oneself, is probably the nicest way to put it. So if you are a tosser then that is the literal meaning, the same as w*nker as most people have said. Its bascially a derogatory term mainly aimed at men.

There are two meanings to this noun:
1) Sexual act: you particularly do a certain act of self-pleasure (to put it in the vauguest terms possible!). This description is more of a masculine one.
2) It's an insult. If called it someone would think that you're basically an idiot or a waste of space.

Hell, if I know, your not the only one. Sounds like a word street people use. Or some kind of slang word turned upside down in the dictionary.
The only thing I've tossed lately is a ball or bone to my dogs.
