Can you read Japanese? If so, there are a million and one free newspapers for Kobe, Himeji and surrounding areas. See the link below for a free job site.

If you're after English language stuff, try the small ads in Kansai Time Out or Kansai Flea Market.

Word of mouth might work well. A very good chunk of the Japanese population make their living with a small business, so lots of people know someone who needs someone to do something for them.

if you can read Japanese, there's a good job mag called hot pepper that my wife used to look through. they're region specific, free, and you can find them at any local convenience store or train station.
