In France a pack of 20 Marlboro is €5.30
Certainly not the cheapest.
From memory in Germany it's about €3.50
I would say Portugal would be your best bet

A pack of Marlboro here in Bulgaria is about 2 euro and in 2008 will be 2.25 euro but we have many other brands which are not bad but cheaper.
