It is like 1/4 the area of a circle. I am assuming it can only graze inside the square. The radius of the circle is the 7 meter rope. Area of a circle pi r^2 = pi 49 = 483.595 sq. meters. Area /4 = 120.898 sq. meters. The 12 meters says it is inside the square.

Well, the answer is 38.5 square metres (pi * 7*7 / 4, actually closer to 38.4834), as has been pointed out.

What has not been pointed out is that the size of the plot is irrelevant, providing it is more than 7m square.

=49*pi / 4
