I think its because you have a limit each day to answer questions and they probably went over the limit but still want to acknowledge the question being asked even if they can't answer it. just my theory because when I was still at level 1 I could only answer 5 a day...I just got to level 2 and I don't know if its changed or not...
they probably also want to keep the question in mind to look back and see people's answers

I figure they think it's a good question but they can't answer it and really don't have anything to say or they might be flagging it so they can find it later to check and see what answers you've gotten.

They can't be bothered to answer the question, which I do sometimes when my internet browser is loading unusually slowly.

l see them doing it all the time. l'm also wondering myself. They probably like the question but not inclined to answer (?).
