Can i send money to someone in usa in post letter?

I want to send 20$ from turkey to my friend in usa on his birthday. Will he be able to recieve the amount if i send it together with birthday card by post. Also will it be counted in money laundering?

It's perfectly legal, and grandmothers all across the country do it every Christmas.

Advice.... put it inside a birthday card. You've got postal workers in two different countries that, if they see thru the envelope that there's cash might be tempted to steal it.
