Trouble at work : How do I become more forceful in dealing with my colleagues?

Question

Note :I'm not the manager. My work involves collecting info from clients and then submitting solutions based on team work at the office.There's this lady colleague who always acts curtly and is not forthcoming to do the work I assign her. She's my age. Unfortunately, there is no superior currently whom I can report this to.

well wen there is no leader in the group n no superiors , u gotta put your foot down and don the leaders role. demand the work to be done. if not give a poor appraisal of her work to whom ever u r answerable 2
