He is not responsible for causing global warming but he is responsible for undermining any action that might address it.
This has taken the form of censoring government reports on the matter, refusing to involve the US in multilateral treaties, clouding the issue with misinformation regarding the primary sources of the issue and insisting upon his fairyland idea that the world's corporations will suddenly become clean on thier own without mandatory regulations.
