The whole idea of parking meters is that having to put money in discourages people from parking for too long and hogging spaces that other people might need. Putting money into meters lessens their motivation to move along and make room for others.

idk But I think I heard of a guy who does that all the time. (it must be 20ms to the nearest pm 4 me)
