The Russian manned lunar program never got to the stage of manned flights. Their small, two-person circumlunar craft was only ever flown unmanned, although a couple of them did take biological specimens including turtles around the Moon on a simple 'once-round-and-back-again' automated flight. Their manned landing project failed because the intended launch vehicle, the N1, had an irritating habit of blowing up. Four test launches resulted in four very large explosions, one of which obliterated the launch pad.
Had the manned missions ever actually happened it is likely that the first crew to go around the Moon, if not to land on it, would have been Alexei Leonov and Valery Kubasov. The two men were training for the first flight, along with several other cosmonauts, for several years, but ultimately the whole program was cancelled.

From what I understand of Soviet History the Russians never had the intention to land on the moon as they considered it to be a wasted mission. To them they had already won the space race by putting the first man in orbit. But honestly nothing would have really come of it. They still would have collapsed under the weight of their military production in the 70s and 80s and would be pretty much where they are today. We just wouldn't have "One small step for man..."
