"Bad begins" refers to the fact that being "cruel to be kind" often leads to pian and difficulty, but this is temporary, and is the passage that must be passed so that the "worse remains behind". Eg. An illness requires surgery. Being ill feels kinda bad, but not too much so. The surgery, cutting, causes immediate pain that is far greater than that being currently endured. The bad begins, but it begins the process of better.

It means that being strict, stern or corrective is in fact kind as the other party would be saved from much unwanted heartache and pain. The worse remains behind as when the other party realizes that he/she was saved from suffering, all negative connections towards being corrected would be a thing of the past

You must make a decision to hurt someone, end something for the betterment of the situation. The outcome of your action will be bad but not as bad as if you didn't do what needed to be done.

everyone will say something different but i think it means that when someone reads something and it causes them misery, it is the fault of the writing's actions but the writings "thereness" the fact that it existed in the first place caused misery, and what the writer is writing of gave "birth" to the writing, and the actions of which he is writing is misery hope that helps!
