I participate in clinical research studies for extra money & this issue is important because of a threatening comment by a clinic manager.If its a violation is what recourse does a person have?

You probably signed a HIPAA waiver and consent when you signed up for the clinical study. Communications between health professions with your permission should not give rise to any recourse for you. If the clinic manager outstepped the bounds of medically indicated communications, there may be a violation. Ask for a copy of your file and check the terms of the consent that you signed.

HIPAA information can only be shared if it is for the purposes of improving the patient's health. For example, a doctor may explain to a pharmacist or another doctor why a certain drug is given. However, it cannot be shared without a specific purpose. It should also be recorded and tracked in the patient profile. If a violation occurs, you can report it to the HHS (look at the source listed below, there is a pdf that explains how to file a complaint towards the bottom of the page).
