I was told by a plasterer that you cant plaster over a hardboard panel I have above a door. It's to shallow to put plasterboard on, so what can be applied to the hardboard to allow plaster to be applied

Staple fine chicken wire to the hardboard, brush on some PVA, and skim with plaster. will look great, but don't put pressure on it for obvious reasons

try using some pva on the panel first but putting a thin layer of plaster above a door is not good idea, Will probably crack after time becos of the door opening and closing

Replace it with glass or a stronger panel of plywood or MDF. Either way, you can't plaster over any wood here and expect it to hold. Best you can do is a bit of cosmetic work: clean it over and use a good, flexible filler to fill/cover any uneveness; sand it and paint/paper it. If you want to get stylish make a bamboo grille, for example.

I would just hang some lining paper over it, and paint it with emulsion.
