Online Comic Strip Maker?

I have to make a comic strip for an art class and Im not that good of an drawer. Is there any way I can make a comic strip online or with a cheap program?

You don't have to be that good.

Use a ruler and pen, do the outside border. Draw in pencil to get your figures placed right, and figure out where the word balloon goes, then do the panel lines inside the strip. You can do it all by hand without much problem.
